Naval rules reworked.

Land changes:

• Maneuver on the rear leave the force on its hex and make it immediately join the battle.
• Partisans may be disbanded.
• Seeking shelter inside a city is only allowed during the first round of battle.
• Optional Auto Losses to gain time.
